fix(user): answer the follow of a bot user with the profile card (#39980) (#40086)

Backport https://github.com/go-gitea/gitea/pull/39980

Following a bot user from its profile succeeded but answered with an
error, because the follow handler only rendered a response for
individuals and organizations.

The cherry-pick conflicted in `OwnerProfile`, which still serves the
user feeds on `release/v28`.
