Bound the memory used when parsing uploaded packages, so instances with
low memory limits survive non-standard packages.
1. Metadata files are read through a size-limited reader, archives
themselves stay unbounded so large payloads keep working
2. zstd decoding caps the window at 128 MiB, the zstd CLI default
3. RPM headers go through a first-party reader with rpmlib's size and
array count limits that allocates only what the upload contains, until
https://github.com/sassoftware/go-rpmutils/pull/44 is released. Signing
still verifies the payload digest, and its signature header matches
rpmsign's byte for byte
4. Swift and NuGet read the zip entry they size-checked, a duplicate
name could stand in for it before
5. Terraform states check `LIMIT_SIZE_TERRAFORM_STATE` before parsing,
NuGet symbol PDBs share a 256 MiB budget
6. Oversized container configs are rejected instead of stored without
metadata, invalid Vagrant boxes answer 400 instead of 500

Nested `Package.swift` files overwrote the real package manifest. The
parser matched on the base name and kept the last entry in ZIP order.
`apple/swift-collections` ships `Benchmarks/Package.swift` and
`Utils/Debugger/FormatterFixtures/Package.swift`. The latter sorts after
the root `Package.swift`, so the registry stored a fixture manifest with
the wrong `swift-tools-version`, causing a toolchain mismatch and a
failed build. GRDB, swift-markdown, swift-syntax, sentry-cocoa and
SDWebImage share this layout.
The parser now keeps only manifests from the shallowest directory
holding one. That covers both a package at the archive root and the
single top level directory `swift package archive-source` produces. At
equal depth the first directory by name wins, so an archive always
yields the same metadata.
A nested manifest above the size limit no longer rejects the upload.

Fixes#35159
Swift Package Manager expects an 'author.name' field in package
metadata, but Gitea was only providing schema.org format fields
(givenName, middleName, familyName). This caused SPM to fail with
keyNotFound error when fetching package metadata.
Changes:
- Add 'name' field to Person struct (inherited from
https://schema.org/Thing)
- Populate 'name' field in API response using existing String() method
- Maintains backward compatibility with existing schema.org fields
- Provides both formats for maximum compatibility
The fix ensures Swift Package Manager can successfully resolve packages
while preserving full schema.org compliance.
