silverwindandbircni fc49368845 feat: Improve Gitea-compatible forge migrations, fix many migration bugs (#39424)
Supports migrating from Gitea-compatible forges like Forgejo and fixes
many migration bugs.

1. Pre-release and `+gitea-` suffixed server versions no longer drop
reviews, reactions and pagination.
2. Review states, dismissals, scoped and archived labels and merge bases
are migrated.
3. Disabled units, external trackers, unavailable release assets, and
GitLab confidential issues and internal notes are skipped.
4. Credentials are only sent to the source host, and `Retry-After` rate
limits are waited out.
5. GitHub migrations of only issues or pull requests, basic auth clones
and dismissed reviews work again.
6. The API returns 404 for releases of a disabled unit and shows
migrated authors as mannequins, replacing the never populated
`original_author` and `original_author_id` fields.

Lunny Xiao c45af635e4 feat: Allow automatic project actions on events (#30205)
This PR introduces project workflows, allowing users to configure
event-based automations directly from the UI.
Users can define filters and actions for each workflow event, and
duplicate existing events when needed.

### Concepts

Every workflow is composed of `event`, `filters`, and `actions`.

- **Event** - An Event defines when a workflow should be triggered. It
represents specific activities such as an issue being added to the
project, a pull request being merged, or a project column being changed.
- **Filter** - A Filter refines when an event should take effect. It
allows users to specify conditions like issue type, labels, or project
columns to ensure actions only run in targeted scenarios.
- **Action** - An Action defines what happens when the event and filters
match. It performs operations such as adding labels, moving issues
between columns, or changing the issue or pull request state.

### Available Events

Currently, the following eight events are supported:

- On issues/pull requests closed
- On issues/pull requests reopened
- On issues/pull requests was added to the project, including when
created in it
- On issues/pull requests was removed from the project
- On issues/pull requests' column was changed
- On code changes requested
- On code review approved
- On pull request merged

Each event type supports its own set of filters and actions.

### Available Filters

There are four types of filters that can be configured for an event:

- **Apply to** - Specify the target type: `issues only`, `pull requests
only`, or `issues and pull requests`.
- **Labels** - Trigger the event only if the issue or pull request
contains one or more specified labels.
- **Move from column** - Filter events based on the original project
column.
- **Move to column** - Filter events based on the destination project
column.

### Available Actions

There are four types of actions that can be executed when an event is
triggered:

- **Add labels** - Automatically add one or more labels to the issue or
pull request.
- **Remove labels** - Remove one or more specified labels.
- **Move to column** - Move the issue or pull request to a designated
project column.
- **Issue state** - Close or reopen the issue. Pull requests can only be
closed.

### Enable/Disable an event workflow

Each event workflow can be individually enabled or disabled. When
disabled, the workflow will be ignored even if the event occurs. This
feature is useful when you want to temporarily stop certain automated
actions without deleting the workflow configuration. Workflows of closed
projects don't run either.

### Clone an event workflow

When you need multiple workflows for the same event, you can clone an
existing event to create a new one with different filters and actions.
This allows you to customize how the same event behaves under different
conditions, making workflows more flexible and powerful.

### Permissions

Permissions are checked when workflows are managed, not when they run:

- Viewing a project's workflows needs read access to the project
- Managing them needs write access to the project plus write access to
both issues and pull requests of a repository project's repository,
being an owner of an organization project's organization or a site
administrator, or being the user of a user project. Tokens limited to
public repositories can't manage owner-level projects' workflows
- A workflow runs when its event happens to an item of an open project
that can hold the item's repository, unless that repository is archived,
no matter who caused the event, and applies its actions without further
permission checks. Pull requests are never reopened
- Changes show as made by "Project workflow" on behalf of the user who
triggered the event and don't trigger other workflows
- Only users who can read an item can put it on a board or move its card

The management rule is also documented on `CanManageWorkflows` in
`services/projects/workflow.go`.

silverwind 52eb515751 enhance: improve hover border of colored button groups (#39861)
Hovering a button in a primary or red button group showed a grey frame,
because the generic group hover border applied to colored groups too.
Green groups had no colors at all.

Colored groups now let the hover background fill the border, and green
groups get the same colors as primary and red. The devtest page shows
all three.

silverwindandwxiaoguang e645afbb3f refactor: replace Fomantic modal with native dialog (#39846)
Replace Fomantic's hard-forked jQuery modal with native `<dialog>`
elements, advancing https://github.com/go-gitea/gitea/issues/29849. The
UI is visually unchanged. Dialogs open with `show()` over an `inert`
page, so tooltips, popups and toasts mounted on `<body>` stay usable
above them, unlike with `showModal()`

- Remove the Fomantic modal and dimmer, add `showModal` and `hideModal`
- Declare modals as `<dialog class="modal-dialog">`, shown inside a
`.modal-backdrop`, instead of `ui modal` with its unused size classes
- Remove two modals that could never be opened
- Block the page while a modal is open, close the topmost one on Escape
and restore focus to its opener
- Allow stacked modals, use a confirm modal instead of `window.confirm`
for deleting content history
- Hide popups and toasts when a modal opens or closes
- Keep the release notes modal open when generating notes fails

wxiaoguangandsilverwind f690ea8efd chore: refactor legacy JS init code to use "data-global-init" (#39836)
Move the remaining legacy init code, which probed page classes with
`querySelector`, to `data-global-init`, so each feature initializes from
its own element. `hashchange` listeners now go through one module that
runs them in priority order, because independent listeners broke when
mount order changed.

- Convert issue list, diff, repo create, settings and org team inits to
`data-global-init`
- Run `hashchange` listeners by priority, the diff scroll handler last
- Make the devtest mock's failing log requests deterministic
- Add e2e tests for diff tree navigation to folded files and job log
permalinks

ae17c14cff fix: add missing checks to several handlers and models (#39839)
Several handlers and model helpers skipped checks that their siblings
already perform.

- Only match principal keys when looking up SSH certificate principals
- Return no attachments for an unsaved issue instead of every issue-less
one
- Reject issue and comment attachments when adding release attachments
- Share one permission check for editing, deleting and reacting to issue
content and for comment attachments between the web UI and the API,
refusing them on locked issues for users who can't write
- Reject issue edits, deletion and label changes in archived
repositories via the API
- Apply cross-origin protection to the repository topics endpoint
- Return 404 for the repositories tab of individual users and respect
profile visibility for the heatmap

Mitrahsoftandsilverwind b0df5e4abe fix(markup): prefer sturdier math fonts over Latin Modern Math (#39811)
In Firefox and in Chromium on Linux, the `math` font family resolves to
Latin Modern Math when it is installed. Its hairline strokes are too
thin for screens, so MathML looks noticeably weaker than KaTeX on the
same page.

List sturdier math fonts before `math`: Cambria Math, STIX Two Math, New
Computer Modern Math Book (aliased via `local()` because it shares its
family name with the thinner Regular), Libertinus Math and DejaVu Math
TeX Gyre. `math` stays as the fallback before Noto Sans Math. No fonts
are shipped, so systems with only Latin Modern Math, or no math font at
all, are unchanged.

silverwind 428d72d26f chore: re-enable and extend unescaped-html-literal eslint rule (#39832)
https://github.com/go-gitea/gitea/pull/38046 accidentally dropped
`gitea/unescaped-html-literal` from the eslint config, so it has been
off since. Raised in
https://github.com/go-gitea/gitea/pull/39829#issuecomment-6246720235.

- Re-enable the rule, exempting e2e tests like unit tests
- Detect tags anywhere in strings and template chunks, not only at the
start
- Allow `htmlRaw` templates, they escape like `html`
- Fix the existing violations, which escapes the heatmap tooltip and
shortcut keys

silverwind a36bb47c84 enhance(ui): use normal line-height for buttons and selection dropdowns (#39796)
The legacy Fomantic `line-height: 1` on buttons made ellipsized button
text clip descenders like `g` letters, like in the PR target branch
selector. Selection dropdowns were 3px taller than the inputs and
buttons next to them because their padding assumed `line-height: 1em`.

- Buttons and selection dropdowns use `--line-height-default` with
smaller vertical padding, `min-height` keeps their sizes for every font
including CJK
- Remove overrides that only compensated for the old values and dropdown
declarations that never applied
- Label-edit and push-mirror modals use regular-size action buttons like
all other modals

bircni 4b5f1f46de enhance(actions): show the steps the runner reports (#39720)
Gitea derives the steps of a job from the workflow file, so the `pre`
and `post` steps of actions only show up inside "Set up job" and
"Complete job".
Fixes https://github.com/go-gitea/gitea/issues/24604.

A runner can now report the steps it actually runs, and Gitea shows
those instead. Runners that don't report them keep the current view, and
older Gitea versions ignore them.

64f4b5856a enhance(actions): improve matrix job titles, bump actionslib (#39485)
Bump actionslib to v1.3.0 and format matrix job titles like GitHub.

- Matrix values are listed in declaration order, nested arrays and
objects are flattened, null and empty values are skipped
- Expression-evaluated names are trimmed and fall back to the job ID
when blank
- Matrix `include` and `exclude` match keys case-insensitively and
coerce numbers like GitHub

| Matrix | Before | After |
|---|---|---|
| `v: ["a,b"]` | `job (a,b)` | `job (a,b)` |
| `v: ["a, b"]` | `job (a, b)` | `job (a, b)` |
| `v: [[a, b]]` | `job ([a b])` | `job (a, b)` |
| `os: [x], arch: [y]` | `job (y, x)` | `job (x, y)` |
| `v: [{t: a, p: "b,c"}]` | `job (map[p:b,c t:a])` | `job (a, b,c)` |

silverwind 99573bde0e chore(lint): apply the main eslint config to vue files (#39545)
Vue files only got `eslint-plugin-vue` rules, so stylistic and
TypeScript rules never ran on them, and `import-x` could not see cycles
between `.ts` and `.vue` files.

- Apply the main ESLint config to `.vue` files
- Let `import-x` parse `.vue` files, which surfaced a cycle between
`repo-findfile.ts` and `RepoFileSearch.vue`
- Fix the resulting lint issues

`vue-eslint-parser` is added as a direct dependency because `import-x`
resolves parsers by package name, see
https://github.com/un-ts/eslint-plugin-import-x/issues/381.

986b0bcae0 fix(markup): use installed math fonts for MathML in Chromium (#39491)
On Linux and ChromeOS, Chromium resolves the `math` font family to Latin
Modern Math, which neither installs, so MathML renders with a text font
and brackets and large operators don't stretch, see
https://issues.chromium.org/issues/40069293. The new `--fonts-math`
variable keeps `math` first, so browsers that always resolve it keep
their font. Only Chromium falls through to the math fonts Linux and
ChromeOS install by default:

- `STIX Two Math`: Fedora, and `fonts-stix` on Ubuntu 26.04
- `DejaVu Math TeX Gyre`: Debian 13 and openSUSE
- `Noto Sans Math`: Fedora and ChromeOS, last because Debian and Ubuntu
ship an older version without a `MATH` table

Math fonts also have smaller x-heights than UI fonts, so MathML rendered
smaller than KaTeX and the surrounding text in every browser, see
https://github.com/w3c/mathml-core/issues/41. `font-size-adjust:
ex-height 0.52` scales whichever math font is used to KaTeX's x-height.
KaTeX output is unchanged.

3875db1974 feat(actions): add build queue view (#38585)
Adds a read-only Actions job queue: running jobs first, then waiting
jobs in the order a runner picks them up. It is shown instance-wide in
the admin Actions section with owner, repository and status filters, and
per repository in the Actions tab. Both lists refresh in place.

Pending work is currently only visible per repository and newest-first,
so nothing shows what is queued, in which order, or what occupies the
runners. Reordering the queue will be proposed separately.

A migration adds indexes for the runner pickup query and
repository-scoped status lookups.

its file browser; selecting a file renders it in the same tab. The ZIP
download remains available separately.

Previews require sign-in and read access to the run. Text, image and PDF
files are supported; rendered HTML and JavaScript run in a sandboxed
frame and are labeled as automatically generated. The frame loads files
from a signed link that expires after an hour, because its requests
carry no session cookie. `[actions] ARTIFACT_PREVIEW_MAX_SIZE` limits
total previewable artifact size (`0` disables previews; `-1` removes the
limit); individual files also follow `[ui] MAX_DISPLAY_FILE_SIZE`.

silverwindandbircni 857d3d3df3 chore: update eslint, enable more rules and fix their findings (#39438)
Update eslint and its plugins, enable more rules and fix their findings:

1. `unicorn/no-unsafe-string-replacement` found that uploading a file
whose name contains `$&` inserted a broken markdown link, because
`String#replace` expands such patterns in the replacement string
2. `@typescript-eslint/require-await` removes `async` from functions
that never await
3. Plugin rules not covered by a preset are now listed explicitly

silverwind 455f30a7b6 chore(frontend): target ES2022 (#39420)
Bump the TypeScript and Vite targets from ES2020 to ES2022. The frontend
already calls ES2022 APIs like `Object.hasOwn` and `Array.prototype.at`
without polyfills, so downleveling class syntax only added helpers. JS
output shrinks by 36 KB.

The only new syntax-level requirement is Safari 16.4 for mermaid, which
ships class static blocks. Pale Moon supports all emitted syntax since
32.2.

The ES2022 target implies `useDefineForClassFields`, so
`noImplicitOverride` is enabled to flag class fields that shadow
inherited DOM properties.

722e52334a fix(feed): use meaningful lines as comment excerpt (#39276)
Comment excerpts in activity feeds previously used either the first 200
display characters of a comment or, for review comments, its first
physical line. That excerpt is rendered as Markdown in the feed, so if
the excerpt began with a leading blank lines or structural markdown
syntax, the excerpt would render as empty or produce broken output. For
example, a review comment beginning with a code fence stored only the
opening fence, which rendered as an empty code block.

This commit instead renders feed excerpts as prose only, dropping code,
math, tables, images and HTML, which also fixes already stored excerpts.
New excerpts start at the first prose line, and review comments get the
same excerpt as issue comments.

This produces meaningful excerpts in more cases while preserving their
original Markdown.

For a comment that contains the following:

````
```
some code
```
hello
````

This previously rendered as:

<img width="816" height="118" alt="Screenshot 2026-09-08 at 5 06 47 PM"
src="https://github.com/user-attachments/assets/9d125363-72de-46bf-b47a-961245a79c5f"
/>

And now renders as:

<img width="807" height="89" alt="Screenshot 2026-09-08 at 5 08 30 PM"
src="https://github.com/user-attachments/assets/d2dcdc6d-d7a9-437f-8e9c-b845fe99fa5e"

64f31d9b70 enhance(emoji): update to Unicode 17, unify and lazy-load emoji data (#39363)
Generate emoji data from Unicode 17's `emoji-test.txt`, keeping existing
aliases. `public/assets/emoji.json` is now the single emoji data file,
also loaded by the backend. Rendered emoji drop their `aria-label`, the
dark theme inverts key on a new `data-alias` attribute instead.

Skin tone variants and their Gitea-only aliases are removed, GitHub has
none either.

Emoji autocompletion is now lazy-loaded with the markdown editor,
shrinking the index JS chunk from 653KB to 563KB.

Abhay Pratap Singhandsilverwind 3296046b4a fix: focus confirm button and use red for delete confirmations (#39350)
Fixes https://github.com/go-gitea/gitea/issues/39347

1. Focus the confirm button in generic confirm modals so `Enter` runs
the highlighted action.
2. Delete actions that lacked the risky flag now get it, so their
confirm button is red.

3bec08f998 feat: manage bot accounts from the admin UI, API and CLI (#38966)
Adds first-class bot accounts (`UserTypeBot`): local, password-less
users for automation that authenticate only with access tokens.

1. Admin UI: create bots, filter users by type, manage a bot's access
tokens, convert between user and bot
2. API: `POST /admin/users/{username}/convert-type`, and user objects
gain a GitHub-compatible `type` (`User`, `Organization`, `Bot`)
3. CLI: `gitea admin user change-type`, `--user-type` accepts `User` or
`Bot` case-insensitively
4. Converting keeps the password, 2FA, OAuth2 grants and access tokens,
and since sign-in rejects bots, converting back restores the account.
Only local, non-admin accounts can be converted, and conversions are
audited
5. Session, reverse proxy, SSPI, external source and password reset
sign-in reject non-individual users, so a bot never gets an interactive
session
6. Bots receive no notifications or emails

silverwind 2b10f77e42 enhance: update mermaid to v12 (#39331)
Update to [mermaid
v12](https://github.com/mermaid-js/mermaid/releases#release-mermaid@12.0.0),
ELK is now the default layout so the plugin and all supporting code is
gone.

Layout switching to previous `dagre` layout via frontmatter works as
expected. Diagrams use the new `neo` default look which renders them
slightly different (smaller boxes) then the `classic` look that was
default in v11.

The `neo` look got some tweaks to remove shadows and gradient to look
better. Also did some related refactors and mermaid dragging now works
on touch devices too.
