Add a build-time conversion step that transforms the existing Swagger
2.0 spec into an OpenAPI 3.0 spec. The OAS3 spec is served alongside the
existing Swagger 2.0 spec, enabling API clients that require OAS3 to
generate code directly from Gitea's API.
This is not to be an answer to how gitea handles OAS3 long term,
but a way to use what we have to move a step forward.

Changes introduced: I have clarified the problematic terms (`login`,
`login_name`, and `username`) in all affected endpoints.
The changes were made to relevant:
- HTTP endpoint parameters' descriptions
- response/request models' fields
This PR adds some fields to the gitea webhook payload that
[openproject](https://www.openproject.org/) expects to exists in order
to process the webhooks.
These fields do exists in Github's webhook payload so adding them makes
Gitea's native webhook more compatible towards Github's.
Using the API, a user's _source_id_ can be set in the _CreateUserOption_
model, but the field is not returned in the _User_ model.
This PR updates the _User_ model to include the field _source_id_ (The
ID of the Authentication Source).

1. Delete `UserBadgeList` in `options.go`, because it wasn't used. (The
struct defined in `options.go` is the struct used to parse the request
body)
2. Move `BadgeList` struct under `routers/api/v1/swagger` folder which
response should be defined in.
This adds an API for uploading and Deleting Avatars for of Users, Repos
and Organisations. I'm not sure, if this should also be added to the
Admin API.

this is a simple endpoint that adds the ability to rename users to the
admin API.
Note: this is not in a mergeable state. It would be better if this was
handled by a PATCH/POST to the /api/v1/admin/users/{username} endpoint
and the username is modified.

`login_name` (Authentication Sign-in Name) is not included in the response of `adminUserCreate` API.
This PR is to return user-specified `login_name` if there is one.
You can limit or hide organisations. This pull make it also posible for users
- new strings to translte
- add checkbox to user profile form
- add checkbox to admin user.edit form
- filter explore page user search
- filter api admin and public user searches
- allow admins view "hidden" users
- add app option DEFAULT_USER_VISIBILITY
- rewrite many files to use Visibility field
- check for teams intersection
- fix context output
- right fake 404 if not visible
