Adds a repository setting for the default squash merge commit message
body with GitHub's options `PR_BODY`, `COMMIT_MESSAGES` and `BLANK`,
also settable via `squash_merge_commit_message` in the API. The commit
title stays the pull request title.
1. Breaking: API squash merges without `merge_message_field` now get the
same default message as the web merge box instead of a title-only
commit, which affects clients sending only `Do` like Renovate. An empty
value keeps title-only.
2. Breaking: `[repository.pull-request] DEFAULT_SQUASH_MERGE_MESSAGE`
replaces `POPULATE_SQUASH_COMMENT_WITH_COMMIT_MESSAGES`, which still
works as a deprecated fallback. Repositories store the default when
created or next saved.
3. Deprecated app.ini keys now migrate through one table instead of
per-loader fallbacks, which also fixes the ignored `[mailer] CERT_FILE`
and `KEY_FILE` fallbacks. Deprecation warnings no longer claim a removal
version.

This adds a Branch Deletion setting with three modes: disabled by
default, anyone with push access, or a restricted user/team/deploy-key
allowlist. The policy applies to Git pushes, API/UI deletion, and
post-merge cleanup; the default branch and the pull request target
branch remain undeletable.

1. migrate protected branch fields into one json column
2. use the dropdown list for push/force-push user selection, and Actions
user can be added into the list now.
The `gitea.com/go-chi/binding` package only exists for Gitea, so it
moves into `modules/web/binding` to fix its bugs directly. Split out of
https://github.com/go-gitea/gitea/pull/39504.
- GET and HEAD always bind the query
- JSON `null` slice elements and nested `TrimSpace` fields bind
correctly
- Integer fields reject out-of-range values instead of wrapping
- An empty JSON body binds nothing and an unknown binding rule is an
error

Deploy keys only work over SSH. A deploy token is their counterpart for HTTPS: a repository scoped credential, used as the password of a Git request, with read or read and write access. It covers Git operations and LFS, and can be regenerated in place.

Use "binding:TrimSpace" instead of fragile IsEmptyString
And fix a bug in locale's `HasKey`: it should also try the default
language if current language doesn't have the translation key, a new
test is added.
Better than before, still not good enough (more work can be done in the
future)
And add the missing error handling in the PrivateContext "bind"
middleware.
By the way, picked some "TrimSpace" changes from "fix: trim whitespace
from SMTP address and port - #38934" (fix#38926)
1. the fragile `document.querySelector('.repository.wiki.new
.ui.form')!` is broken (again), rewrite to "data-global-init"
* regression from #37571 because a new form was added
3. use "form-fetch-action" and JSON response instead of
"RenderWithErrDeprecated"
- Introduce a “Bypass Protection Allowlist” on branch rules
(users/teams) alongside admins, with BlockAdminMergeOverride
still respected.
- Surface the allowlist in API (create/edit options, structs) and
settings UI; merge box now shows the red button +
message for bypass-capable users.
- Apply bypass logic to merge checks and pre-receive so allowlisted
users can override unmet approvals/status checks/
protected files when force-merging.
- Add migration for new columns, locale strings, and unit tests (bypass
helper; queue test tweak).

Add an optional Name field to webhooks so users can give them
human-readable labels instead of relying only on URLs. The webhook
overview page now displays names when available, or falls back to the
URL for unnamed webhooks.

## ⚠️ BREAKING ⚠️
- delete reaction endpoints is changed to return 204 No Content rather
than 200 with no content.
## Summary
Add swagger:enum annotations and migrate all enum comments from the
deprecated comma-separated format to JSON arrays. Introduce
NotifySubjectStateType with open/closed/merged values. Fix delete
reaction endpoints to return 204 instead of 200.
Adds validation constraints to repository creation inputs, enforcing
max-length limits for labels/license/readme and enum validation for
trust model and object format. Updates both the API option struct and
the web form struct to keep validation consistent.
This adds a per-repository default PR base branch and wires it through
PR entry points. It updates compare links and recently pushed branch
prompts to respect the configured base branch, and prevents auto-merge
cleanup from deleting the configured base branch on same-repo PRs.
## Behavior changes
- New PR compare links on repo home/issue list and branch list honor the
configured default PR base branch.
- The "recently pushed new branches" prompt now compares against the
configured base branch.
- Auto-merge branch cleanup skips deleting the configured base branch
(same-repo PRs only).

This pull request adds a GitHub-compatible API endpoint to lock and
unlock an issue.
The following routes exist now:
- `PUT /api/v1/repos/{owner}/{repo}/issues/{id}/lock` to lock an issue
- `DELETE /api/v1/repos/{owner}/{repo}/issues/{id}/lock` to unlock an issue

Fix#2616
This PR adds a new sort option for exclusive labels.
For exclusive labels, a new property is exposed called "order", while in
the UI options are populated automatically in the `Sort` column (see
screenshot below) for each exclusive label scope.

This is a complete solution. A repo unit could be set to:
* Anonymous read (non-signed-in user)
* Everyone read (signed-in user)
* Everyone write (wiki-only)
Extract from #33320
This PR uses a map instead of a struct to store webhook event
information. It removes many duplicated functions and makes the logic
clearer.
Found while investigating #33210.
This line no longer makes sense because the form field "TagName" is
required, so this would mean that this code path would never be covered.
Because it isn't covered, we end up going down the "update release"
logic where we eventually set `Release.IsTag` to false (meaning it will
now be treated as a release instead of a tag).
This snapshot rewrites the condition to ensure that we aren't trying to
create a tag that already exists.

## Solves
Currently for rules to re-order them you have to alter the creation
date. so you basicly have to delete and recreate them in the right
order. This is more than just inconvinient ...
## Solution
Add a new col for prioritization

Now the code could be much clearer than before and easier to maintain. A
lot of legacy code is removed.
Manually tested.
This PR is large enough, that fine tunes could be deferred to the future if
there is no bug found or design problem.
