Introduces a frontend external-render framework that runs renderer
plugins inside an `iframe` (loaded via `srcdoc` to keep the CSP
`sandbox` directive working without origin-related console noise), and
migrates the 3D viewer and OpenAPI/Swagger renderers onto it. PDF and
asciicast paths are refactored to share the same `data-render-name`
mechanism.
Adds e2e coverage for 3D, PDF, asciicast and OpenAPI render paths, plus
a regression for the `RefTypeNameSubURL` double-escape on non-ASCII
branch names.

Quick fix for 1.26.
* Slightly refactor NewComment to fix incorrect responses, remove
incorrect defer (still far from ideal)
* Avoid `const` causes js error in global scope
* Don't process markup contents on user's home activity feed, to avoid
js error due to broken math/mermaid code
* Fix#36582

1. Add some "render-content" classes to "markup" elements when the
content is rendered
2. Use correct "markup" wrapper for "preview" (but not set that class on
the tab)
3. Remove incorrect "markup" class from LFS file view, because there is
no markup content
* "edit-diff" is also removed because it does nothing
5. Use "initPdfViewer" for PDF viewer
6. Remove incorrect "content" class from milestone markup
7. Init all ".markup" elements by new init framework

None of the frontend js/ts files was touched besides these two commands
(edit: no longer true, I touched one file in
61105d0618
because of a deprecation that was not showing before the rename).
`tsc` currently reports 778 errors, so I have disabled it in CI as
planned.
Everything appears to work fine.
