Several handlers skipped checks that their sibling routes or settings already enforce. This brings them in line.

Fixes several gaps in the approval of fork pull request runs:
1. Approving a run that was cancelled while awaiting approval revived
its cancelled jobs. Such a run is no longer treated as awaiting approval
by the merge box, run page, approve actions and API, and rerunning it
approves it.
2. Approval no longer revives jobs cancelled while the run was pending,
no longer lets two jobs sharing a concurrency group cancel each other,
and re-emits the run so jobs needing a cancelled job get resolved.
3. An unapproved run applies its workflow-level concurrency only once
approved.
4. For workflows from the pull request, both the event actor and the
pull request author must be trusted to skip approval. Workflows from the
default branch, like `issue_comment`, still only check the actor.

Prior to this change, the API rejected reviews without a summary
comment, even if it had pending inline comments. This differs from the
web UI, which accepts such reviews. The affected endpoints are:
1. Submitting via POST /repos/{owner}/{repo}/pulls/{index}/reviews/{id}.
2. Creating via POST /repos/{owner}/{repo}/pulls/{index}/reviews, both
when finishing an existing pending review and when creating a new
pending review.
The endpoints ran their own emptiness check, which ignored comments
already in a pending review. The fix drops it for comment and pending
reviews and relies on the model's check, which counts them, as the web
UI does.
A review with neither a body nor inline comments remains invalid.

`GET /repos/{owner}/{repo}/compare/{basehead}` reads `verification` and
`files` (both default true), the same as the commit endpoints do:

The spec only lists `output`, so generated clients cannot turn either
off. This documents both with the wording the commit endpoints already

`GET /admin/unadopted` documents a `pattern` query parameter, but the
handler reads `query`:

Nothing in the tree reads `pattern`. A client generated from the
published spec sends it, the server ignores it, and the caller gets the
full unadopted list with no error — the failure is silent.
Both spellings date from the commit that added the endpoint,
https://github.com/go-gitea/gitea/pull/12920, so the documentation has
been wrong since 2020 rather than drifting. The handler side is the one
clients already depend on, so this renames the documented parameter and
regenerates the spec.

Follow-up to https://github.com/go-gitea/gitea/pull/38966. Replaces the
unreleased `POST /admin/users/{username}/convert-type` endpoint with a
`type` field on `PATCH /admin/users/{username}`.
Adds first-class bot accounts (`UserTypeBot`): local, password-less
users for automation that authenticate only with access tokens.
1. Admin UI: create bots, filter users by type, manage a bot's access
tokens, convert between user and bot
2. API: `POST /admin/users/{username}/convert-type`, and user objects
gain a GitHub-compatible `type` (`User`, `Organization`, `Bot`)
3. CLI: `gitea admin user change-type`, `--user-type` accepts `User` or
`Bot` case-insensitively
4. Converting keeps the password, 2FA, OAuth2 grants and access tokens,
and since sign-in rejects bots, converting back restores the account.
Only local, non-admin accounts can be converted, and conversions are
audited
5. Session, reverse proxy, SSPI, external source and password reset
sign-in reject non-individual users, so a bot never gets an interactive
session
6. Bots receive no notifications or emails

Sync Fork already maps merge conflicts to a JSON error. Unrelated
histories still went through `ServerError`, so the UI showed a 500 HTML
snippet instead of the same user-facing message PR merge already uses
(`repo.pulls.unrelated_histories`).
The API path returned 500 for the same git error; PR merge returns 409.
Match that.
Fixes#36772

Deploy keys only work over SSH. A deploy token is their counterpart for HTTPS: a repository scoped credential, used as the password of a Git request, with read or read and write access. It covers Git operations and LFS, and can be regenerated in place.

Reject public-only tokens for repository migrations and require
repository scope for canonical organization repository creation. This
aligns both routes with the existing token authorization boundaries.

Both issue search endpoints resolve their repository filter with
`SearchRepositoryIDs` and pass the result to the indexer as `RepoIDs`.
They mean
to leave public repositories to the indexer, but
`SearchRepoOptions.AllPublic` is
only read when `OwnerID > 0`, so without an `owner` filter the flag does
nothing
and every public repository is enumerated, without a `LIMIT`, into
`repo_id IN (...)`.
Those IDs are redundant, as `allPublic` is passed to the indexer, which
already
matches every public repository. On a large instance this binds tens of
thousands
of parameters and can fail in the driver, making the endpoint return 500
for every
filter. Admins are worst hit, as `SearchRepositoryCondition` skips their
accessible-repository condition and enumerates the whole table.
Restrict the enumeration to private repositories. The result set is
unchanged, as
the dropped IDs are a subset of what `allPublic` matches.
Both endpoints held copies of this block, so it moves to
`routers/common`.

Use "binding:TrimSpace" instead of fragile IsEmptyString
And fix a bug in locale's `HasKey`: it should also try the default
language if current language doesn't have the translation key, a new
test is added.
Better than before, still not good enough (more work can be done in the
future)
And add the missing error handling in the PrivateContext "bind"
middleware.
By the way, picked some "TrimSpace" changes from "fix: trim whitespace
from SMTP address and port - #38934" (fix#38926)
Admin and write team authorize now grant that mode on every unit,
including units added later, instead of only rows present in
`team_unit`. Granular teams keep `authorize=none` and explicit unit
rows.
Closes the `TEAM-UNIT-PERMISSION` design gap from
https://github.com/go-gitea/gitea/pull/34128.

Enable [`forcetypeassert`](https://github.com/gostaticanalysis/forcetypeassert)
linter to prevent unchecked type assertions. ~650 issues fixed, most
fixes were clean, some use `setting.PanicInDevOrTesting`.
The only behaviour changes are where code would previously send a 500 error
or panic, a 4xx error is now emitted.

Gitea depends on `gitea.com/gitea/runner` for exactly two packages:
`act/model` and `act/exprparser`, the workflow model and the expression
evaluator it needs to parse workflows and to build the task payload the
runner consumes. Pulling the whole runner module in for that is heavy
and puts shared code in the repository of one of the two consumers.
Both packages now live in `gitea.dev/actionslib` (`pkg/model`,
`pkg/exprparser`), the module Gitea and the runner already share for the
runner API, so the dependency on the runner repository is dropped here.

- `gitea.com/gitea/runner/act/model` ->
`gitea.dev/actionslib/pkg/model`, `.../act/exprparser` ->
`gitea.dev/actionslib/pkg/exprparser` (22 files, import paths only).
- `routers/api/actions/runner/interceptor.go` takes the `x-runner-uuid`

The `CommitList` and `ChangedFileList` swagger responses documented an
`X-Total` response header that their endpoints never send, they send
`X-Total-Count` via `SetTotalCountHeader`. This renames the documented
header and regenerates the spec.
`repoGetAllCommits` also uses `CommitList` and sends both headers, so
the new name is accurate for all three endpoints.
Also corrects `ChangedFileList` describing its headers as commit counts.
Documentation only, no handler behaviour changes.

Gitea currently exposes the endpoint:
`GET /repos/{owner}/{repo}/git/commits/{sha}`
to retrieve a single commit. However, GitHub provides the equivalent
endpoint as:
`GET /repos/{owner}/{repo}/commits/{ref}`
Applications integrating with both GitHub and Gitea must implement
platform-specific logic to use different endpoints, reducing API
compatibility.
