Add `read:commitstatus` and `write:commitstatus` token scopes, so CI and
other integrations can report commit statuses without a token that
grants full repository access.
- The commit status endpoints (`/statuses/{sha}`,
`/commits/{ref}/status` and `/commits/{ref}/statuses`) accept the new
scopes, and the repository scopes keep working as they include them
- Creating a status still requires code write permission on the
repository, the scope only narrows what the token may do
- `public-only` tokens still cannot reach private repositories
- `PathGroup` middlewares now run only for a matched path, so unrelated
methods and paths that fall back to the group are not rejected by its
scope check

Better than before, still not good enough (more work can be done in the
future)
And add the missing error handling in the PrivateContext "bind"
middleware.
By the way, picked some "TrimSpace" changes from "fix: trim whitespace
from SMTP address and port - #38934" (fix#38926)
Enable [`forcetypeassert`](https://github.com/gostaticanalysis/forcetypeassert)
linter to prevent unchecked type assertions. ~650 issues fixed, most
fixes were clean, some use `setting.PanicInDevOrTesting`.
The only behaviour changes are where code would previously send a 500 error
or panic, a 4xx error is now emitted.

Principles: let the caller decide what it needs, but not let the
framework (middleware) guess what it should do.
Then a lot of hacky code can be removed. And some FIXMEs can be fixed.
This PR introduces a new kind of middleware: "PreMiddleware", it will be
executed before all other middlewares on the same routing level, then a
route can declare its options for other middlewares.
By the way, allow the workflow badge to be accessed by Basic or OAuth2
auth.
