Bump `giteabot` to [`v1.3.1`](https://github.com/go-gitea/giteabot/releases/tag/v1.3.1) in both workflows. It fixes `reviewed/wait-merge` PRs that the merge queue left behind their base, like https://github.com/go-gitea/gitea/pull/39854 and https://github.com/go-gitea/gitea/pull/39928, and stops the lgtm sweep from re-posting unchanged statuses (https://github.com/go-gitea/giteabot/pull/30).
