NodeCanHaveTag, TagExists, ViaRoutesForPeer checked pm.pol before
taking pm.mu, racing SetPolicy's write (caught by -race in
TestRaceConcurrentServerMutations). DebugString read pol, filter, and
the derived maps with no lock at all.
