docs: clarify that the team packages permission covers all org packages (#39953) (#39956)

The Packages row in the team settings read "Manage repository
packages.", but packages belong to the owner, so a team's Packages
permission applies to every package of the organization, regardless of
the team's repositories. Reword it to say so. The docs get the same
clarification in https://gitea.com/gitea/docs/pulls/605.
