dns.extra_records_path and derp.paths files ending in .json were decoded
with encoding/json, so a comment or trailing comma in otherwise valid
JSON made headscale refuse to load the file. Policy files already accept
HuJSON regardless of extension. HuJSON is a superset of JSON, so
standardizing .json input the same way as .hujson keeps every valid JSON
file decoding exactly as before.
Add tests for comments and trailing commas in extra records, in generic
.json decoding and in ACL policies, and for comment markers inside
string values.

Adds DNS-01 for headscale's own certificate through dns.challenge.provider,
with the same propagation check as node certificates. Storage format
changes: first start gets a new account and certificate.

_acme-challenge is CNAMEd once to an acme-dns registration, so headscale
needs no DNS credentials. Node certificates need one registration per
name; CNAME chains are followed and writes never evict a live value.

Exact appends and deletes; values go 10m after last use or on Close.
Limits per node, one lock for provider writes. Waits for every
authoritative NS and holds a new value until the CA cache has expired.

After Remove/Rename, the extra-records filewatcher retried with
context.Background and the default 15-minute backoff budget, so Close
could not stop Run. Cancel that retry when closeCh closes. If the file
is still missing after the budget, watch the parent directory so a later
recreate is seen.
Close the fsnotify watcher on NewExtraRecordsManager error paths after
NewWatcher succeeds.

Every Go-identifier reference in // and /* */ comments now uses
godoc's [Name] linking syntax so pkg.go.dev and `go doc` render
them as clickable cross-references. No behaviour change.
