Serhii Matsyshyn d11d392152 policy/v2: index matchers per node in BuildPeerMap ...

BuildPeerMap checked every pair of nodes against every matcher. With many nodes and many rules this takes seconds, and it runs on every policy write and node registration.

Now each node's source and destination matchers are found once, and two nodes are peers when those sets share a matcher. The peer map is the same as before. A test compares the new code with the old loop on random networks.
